Dr. Ning Chen (S'19-M'24) received the B.E. and M.E. degrees separately in software engineering from the Dalian University of Technology in 2016 and 2019, a Ph.D. degree at the School of Computer Science and Technology, Tianjin University, China, in 2023. He is a postdoctoral fellow at the Department of Computer Science, City University of Hong Kong. He was an exchange student at the Institute of Information of the University of Amsterdam in the Netherlands (2021-2022), where CSC fully supported the scholarship.

He serves as a reviewer of IEEE/ACM Transactions on Networking (ToN), IEEE Transactions on Mobile Computing (TMC), IEEE Wireless Communications, IEEE Transactions on Network Science and Engineering (TNSE) and IEEE Communications Magazine. He serves as PC Member, Workshop Chair, Session Chair or Reviewer of several international conferences.

He co-authored 1 book and over 20 scientific papers in international journals and conference proceedings, such as IEEE/ACM Transactions on Networking, IEEE Transactions on Mobile Computing, IEEE Wireless Communications, IEEE Communications Surveys $\&$ Tutorials, IEEE Communications Magazine, WASA, CSCWD, etc. There are 2 papers listed as ESI highly cited papers. He won several awards, including two National Scholarships, Outstanding Graduate in Liaoning Province, Excellent Student Cadre, etc. His research interests cover the smart city, large-scale Internet of Things and wireless sensor networks. He is a Member of the China Computer Federation (CCF), IEEE and ACM.
